The first pension to be provided by the state was in 1898 for “deserving”old-age pensioners. The second was a cash benefit to support widows with children, extended in 1912 to wives of patients with incurable mental illness, and also to enable payments to be made for illegitimate children, stepchildren, and children born outside New Zealand.
