This Act established the framework for constituting boroughs. It set the rules for numbers and selection of councillors, duties of mayors, competence to raise rates and loans, and business procedures. Electors were “every person of full age of twentyone years in occupation or ownership” of rateable property. The number of votes available to each elector was determined by the value of the property. Where property was held or occupied jointly, these votes could be divided. This great step for women’s representation enabled women to vote, but “females”, along with people who were bankrupt, insolvent, convicted felons, and otherwise incompetent, were disqualified from election as councillors. |
